I tested the MIDI file you sent. The video seems to render with the normal volume, and the MIDI Velocity Boost does seem to be working correctly.
The Render Volume Boost will work to push the levels of the audio to their maximum. In any video file, if you push the volume of the audio past peak levels, you are going to get distortion.
If you really want to get the audio right to the maximum volume from within SeeMusic, it might take a little testing to figure out the maximum Render Volume Boost to use without causing distortion.
Overall, it sounds like this could potentially be an issue with the audio output settings for your computer? Is there a possibility you might to need to increase the mixer output for your headphones or speakers somewhere on your computer if it still sounds quiet?

There is a Volume Boost slider in Render Settings that should help you.

After increasing the volume boost slider. it increases the noise distortion not the volume of the video. it does not increase the volume after rendering it.

Please upload:
1. the MIDI file you are using
2. A video clip of the render not using any volume boost
